It follows from this observation that the greatest wealth of an administration lies undoubtedly in human resources. However, most public establishments in Togo are not very dynamic for the simple reason that their human resources are not only overused but also do not have better working and living conditions. Improving the working and living conditions of human resources to make EPAs efficient, is the objective that we strive to achieve, through the following theme: legal aspects of the staff of public administrative establishments (EPA): case of the University of Lomé (UL) and the Togo Retirement Fund (CRT).

Nacido el 8 de junio de 1976 en Bafilo, Togo, Ani Téou Médard es de nacionalidad togolesa. Abogado de formación, posee un Diploma de Estudios Avanzados (D.E.A.) en derecho público fundamental y una licenciatura en Ciencias Políticas y Relaciones Internacionales. Actualmente es funcionario del Tribunal de Cuentas de Togo.
