Qualitative analysis of interviews with President Obama's Directors of National HIV/AIDS Policy (Jeff Crowley, Dr. Grant Colfax, Douglas Brooks) and other specialists: Dr. Anthony Fauci, Greg Millet, Dr. DeAnn Gruber, Phil Wilson, & Dr. Roxanne Cox-Iyamu. Quantitative analysis of surveys collected in-person and online from 300 respondents in 23 states using two methods: Time Location Sampling and Respondent Driven Sampling. It concludes with recommendations.
