Consistently and repeatedly, studies have shown Black MSM's have fewer sexual partners than their White counterparts, and fewer occurrences of unprotected anal intercourse, yet significantly higher rates of HIV Incidence. Qualitative analysis of interviews with President Obama's Directors of National HIV/AIDS Policy (Jeff Crowley, Dr. Grant Colfax, Douglas Brooks) and other specialists: Dr. Anthony Fauci, Greg Millet, Dr. DeAnn Gruber, Phil Wilson, & Dr. Roxanne Cox-Iyamu. Quantitative analysis of surveys collected in-person and online from 300 respondents in 23 states using two methods: Time Location Sampling and Respondent Driven Sampling. It concludes with recommendations.
