The study found that infrastructure in Benue State in North Central Nigeria is inadequate due to lack of proper sanitation system, poor roads, and poor infrastructure such as power supply, roads, hospitals, schools, etc. The findings show that the level of accountability in Benue State is very poor because the attributes of accessibility, comprehensiveness, relevance, quality, reliability and timely disclosure of economic, social and political information on government activities are not or only partially available to citizens to assess the performance of the state government. The theory of infrastructure development was adopted as the theory of long-term development, based on public infrastructure as the main engine of growth. The government not only invests in infrastructure, but also spends money on health care, which in turn increases labour productivity and lowers the time preference rate. The study shows that budget development has a positive and significant impact on the state of infrastructure. In addition, the state of infrastructure in Benue State was found to be inconsistent with the budget. The findings have implications for government officials, relevant government agencies and the general public. The study therefore recommends that the level of corruption should be reduced, accounting and auditing standards in the public sector should be improved, legislators should be required to commit to the state of accountability and restructure public accountability committees, and the value of money should be considered in the conduct of government business, and the state government should commit to allocating a significant portion of the budget to improve the state of infrastructure.
