The findings pay attention to the inclusive nature of Indian foreign policy and the exclusive nature of Indian nuclear policy. The study also argues that the successive governments, led by the Indian National Congress Party and the Bharatiya Janata Party, respectively, do not differ in their froeign and nuclear policies as much as their ideological difference and domestic policies suggest.

Mika Kerttunen, LtCol, D.Pol.Sc., studied at the University of Helsinki as well as at the Finnish and Norwegian Defence Colleges. He has specialised in Strategic Studies and has edited several books on global and regional security issues. Currently he is Head of Department of Defence Management and Officership, Baltic Defence College.
