The terrorist attack threats include the use of WMD. The problem is that the color-coded system does not offer personalized risk education to the public regarding the WMD attack threat. An announcement of a change in the threat level is not met with discernible reaction from the public to implement preparatory steps. No one seems to know what moving up or down the color-coded system means to them personally, much less what they are reasonably expected to do.
