Chapter two reviewed related literatures and theoretical framework used. This chapter deals with the review of related literature, and broadly divided into the following sub-heading which include; Concept of major policy thrusts in tertiary education, the role of education in economic/national development, Policy issues in tertiary education, Reform initiatives in higher educational policy in Nigeria, The implementation of the policy, The theoretical frameworks used which include educational transformation theory on one hand and human capital development theory on the other. Chapter three dwelt on research method used while chapter four covered data presentation and data analysis, as demographic variables and preliminary data analysis including data analysis and discussion of results were carried out. Chapter five covered summary of findings, conclusions and recommendations and the bibliography.

Studien von der AAU Ekpoma, Edo State. Er ist Schauspieler, Autor, Ausbilder und Aktivist. Als Schauspieler hat er in Filmen mitgewirkt und wurde im April 2019 zum DGS, Actors Guild of Nigeria-Edo gewählt.
