It should be noted that Humanitarian Law must always be applied when disastrous situations occur, caused either by natural phenomena, which cause crises, as may be the case of refugee displacements with assistance needs. Likewise, the numerous norms of International Humanitarian Rights conceived to protect civilians, such as the prohibition of indiscriminate attacks, or direct attacks against civilians, as well as the prohibition of the use of human shields, hostage taking, among others. The general objective of this research is to analyze Humanitarian Law in Latin America, the type of research is documentary, descriptive, bibliographic design.
