In treaty based bodies; the two international bodies, one for protection and promotion of civil and political rights is Human Rights Committee and another is for respect and realization of economic social and cultural rights is Committee on Economic Social and Cultural Rights, have a vital role as these bodies are created by basic documents of human rights i.e. Human Rights Bill. Conversion to Human Rights Commission into Human Rights Council requires and attracts the human rights defender to do critical analysis and commentary on the new established Council to understand implementation procedure.
