Argimiro Rojo Salgado es catedrático de Ciencia Política y de la Administración en la Universidad de Vigo, donde además ha desempeñado el cargo de Defensor universitario. Es un especialista en federalismo, la Unión Europea, el fenómeno eurorregional y, por último, la crisis del Estado-nación y la gobernabilidad global (la cosmopolítica). Ha sido socio fundador y presidente de la Red Iberoamericana de Defensorías Universitarias (RIdDU). Esta publicación constituye la aportación de un politólogo federalista y cosmopolita cuya vida profesional ha estado marcada por la idea de encontrar la fórmula que haga posible el buen gobierno de las sociedades, desde la local hasta la global.
