However the environment under which these PPPs are pursued is inadequate to support their successful implementation.The book examines to what extent the inadequate PPP framework in Uganda has affected the performance of a selected number of PPP projects. The study concludes that Uganda needs to establish plus strengthen its framework in order to give the process, procedure, institutions, rules and guidance needed for PPPs to thrive.
