Arthur C. Helton is a Senior Fellow at the Council on Foreign Relations focusing on forced migration studies and preventive action. Natalia Voronina is a leading researcher at the Institute of Ethnology and Anthropology of the Russian Academy of Sciences and the Institute of State and Law in Moscow.
