Otuu Fred Chibuisi, Nigérian d'origine Igbo, scientifique de laboratoire avec un fort penchant pour l'écotoxicologie et la pathologie chimique, est né le 15 avril 1964 à Ugwueke Bende Local Government, dans l'État d'Abia. J'ai fréquenté l'université d'Ibadan et l'université du Nigeria, où j'ai étudié respectivement la technologie des laboratoires scientifiques et la pathologie chimique.
