AG WENGA-WITHA SELENGA David was born in Isangi on August 23, 1947, in the TSHOPO Province, ISANGI Territory. He graduated in 1986 in Health Institution Management from the Institut Supérieur des Techniques Médicales / Kinshasa (I.S.T.M./KINSHASA), and holds a Doctorate in Political and Administrative Sciences from the University of Kinshasa.
