Government is under dilemma. Gramsabha land is private or public land. Central groundwater commission has banned private bore holes in Delhi officially. But almost all households have boreholes in rural Delhi for water. Number's of environmental protection acts are ineffective on ground truth. Hence, rapid urbanization has degraded the fringe environmental of NCT Delhi.
