They are basically unskilled and unorganized and their conditions are at the lowest ebb. Their problems are complex which necessitate immediate attention from the planners and policy makers as their welfare is predominantly an agricultural economy. The character of Indian economic development reflects in the nature and magnitude of agricultural development of the country.
