Coordination and cooperation between actors in a humanitarian aid operation is one of the cornerstones of strengthening the link between emergency, rehabilitation and development. However, in the case of the English-speaking regions of Cameroon, although several attempts to do so have clearly been made, cooperation and coordination between actors has often been weak and has revealed serious shortcomings. While there seems to be general support for the importance of linking relief, rehabilitation and development work among most humanitarian actors in the literature, it would appear that at the operational level the concept of continuum is still limited to being a temporal continuum of distinct phases of action. The link between emergency, rehabilitation and development seems to have been thought of at certain levels of activity rather than through a national strategy. However, a strategy integrating a link between these different phases must be implemented by all the actors involved in the crisis.
