With the evolution in the use of computers and the media, new forms of state-society relationship models have been defined that are increasingly based on new information and communication technologies - ICTs. These technologies therefore have the potential to build a new relationship between government and citizens, as it is assumed that they can enable a more efficient, democratic and transparent public administration. It is in this context that e-governance emerges, encompassing citizens' involvement with the government by electronic means, allowing society to have a free say in government actions.

He has a degree in Accounting and postgraduate qualifications in Institutional and Environmental Controllership, Higher Education Methodology and a Master's degree in Administration from UNIR - Federal University of Rondônia. He is currently a university lecturer and coordinator of the Accounting course at Faculdades Integradas Aparício Carvalho - FIMCA.
