Er hat als Wissenschaftler in Chile, Mexiko, Venezuela, Kolumbien, Honduras und Spanien gearbeitet. Er war Unterstaatssekretär, Botschafter und Direktor der Abteilung für öffentliche Sicherheit der Organisation Amerikanischer Staaten.
