E-learning in teaching and learning in universities is now here to stay. It is part of the strategies to reforms in higher education. To understand the adoption and use of e-learning, this work focuses on three of East Africa's oldest and most powerful universities: Makerere, Nairobi and Dar es Salaam. An evaluation approach was used to get views from students and instructors. Views revealed an existence of clear framework for e-learning in all the universities, but an anecdotal use of digital delivery of instruction due to various factors. There is need for skills enhancement and sensitization. Nonetheless, it was discovered that the attitude towards e-learning is promising and there is a bright promise toward the e-learning revolution in East Africa. Universities need to make a clear move on the ICT choices, commitments, communities, curriculum and creatively become consistent in an attempt to reap from technology in leveraging teaching and learning in higher educational institutions.
