In the last decade, digital democracy has become a challenge for the country and its various institutions in order to seek transparency and agile management of resources in public administration, because globalization causes that at the macro level social, economic, political and environmental phenomena have an impact on international governmental and private relations; which definitely impacts at the intra-state level. This situation generates gaps between the dominant, dominated and pro-independence countries, whose power is no longer only calculated on the basis of armament or money, but also on the management of technology and the free enjoyment of it in the daily life of citizens and the public. It is here, where Peru maintains a great social debt, because if we compare the level of computer illiteracy in an era where the use and management of technology can determine the quality of life of a locality interstate, we find ourselves in a very negative situation; moreover, if we look inside the country, we will have data that differentiate the digital access at the geographical level in coast, highlands and jungle with its own particularities in each locality.
