The same would be carried out in a developed country to see why theirs is working and Nigeria isn't by comparing and hopefully pick out that which could be helpful to implement in Nigeria. A PM model which according to Neely in 2002 aims to increase the performance by identifying the weaknesses and improving them would be proposed to this aim.
