A literature review undertaken in this research has shown there is a wide range of performance measurement systems (PMS) and frameworks that were developed by academics to overcome the shortcomings of accounting-based systems. However, few empirical studies were conducted in a real-life settings, especially in Africa, to test these theoretical systems and frameworks. The main purpose of this research was to answer the question of how effectively EMPSERD (an African manpower company), can develop, use and maintain a multidimensional PMS to support its strategy. To answer this research question, the main PMS and their characteristics were identified and analyzed. The study also identified the key steps in developing a PMS, encompassing the design, the implementation and the use of performance measures. This study proposes a multi-dimensional PMS based on the Balanced Scorecard system to support strategy implementation. Additional recommendations were made on how EMPSERD can improvethe overall organisation climate to align individual goals to strategy, promote team spirit, stimulate creativity and boost innovation.
