Other secondary questions will help to find out; what is the contribution of participatory budgets to participatory democracy models at the Municipal level. Does the participatory model followed by the PB of the city of Maputo allow the participation of citizens? The central object of the analysis was to try to describe and understand how and on the basis of which principles and processes the PB in the city of Maputo has worked (including here dimensions that configure more specific questions: motivation for its adoption by the municipality; model of participatory democracy adopted, active mechanisms in its design and implementation as a public policy (scheduling, formulation, implementation and evaluation).
