The cooperation projects between the European Union and Cuba are at the heart of the Political Dialogue and Cooperation Agreement, signed between the European Union and its Member States, on the one hand, and the Republic of Cuba, on the other, in December 2016 and provisionally entered into force in November 2017. The study conducted here allows, in part, to understand: "How the cooperation projects with Cuba reveal the partnership logic of the external action carried out by the European Union?". The presentation is based on the identification of a "protean cooperation" identifying both the specific aspects of the partnership with Cuba and the Europeanizing aspects, i.e. common to all this type of agreement. This distinction makes it possible to consider the perspectives of the EU-Cuba partnership within the framework of the external action carried out by the EU, which, despite having a global partnership strategy, seeks to specify its cooperation by taking into account the needs, priorities and resources of its various partners. This study shows that the Political Dialogue and Cooperation Agreement between the EU and Cuba is part of a coherent strategy.
