I had with me in Qatar my intelligence people. Information being received that regime leadership was in a particular location; the president took a decision that the location would not be hit before the expiration."1 "The secretary (Rumsfield) asked me if I had the capability to hit such a location. There would be a narrow window between the expiration of the ultimatum and daylight."2 General Franks chose to use F-117s to hit the target. What if General Franks had weapons in his arsenal that could delivery its payload within an hour of tasking?
