Therefore,this book discusses the reforms of the executive functions from the Ministry to the Agencies and examines the impact of the service delivery on the existing public owned agencies. The issue at hand is thus to explore the challenges facing the EAs in delivering their services to the extent of making them not efficient as expected. In addition to that, this book comes up with some measures to be taken on improving service delivery to the public. It ends by recommending on capacity building to the EAs to increase effectiveness and efficiency of the services offered.
