Its purpose is to describe and explain, as simply and as completely as possible, the various aspects of the very complex problems and solutions chosen for the Digital Video Broadcasting (DVB) system and Internet Protocol Television (IPTV). The book is 551 pages and is divided into 5 lessons- video signal compression, broadcast, streaming, measurement and assessment. Each lesson covers theory, practical work and theoretical and practical assignments. In total there are at least 80 laboratory works and more than 100 test questions. The aim of the textbook writing was to help students to acquire new skills, knowledge and qualifications in area of digital TV technologies video quality measurement and assessment and to enhance their competitiveness in the labor market. The textbook is intended for readers with elementary backgrounds in electronics, communication systems and IT.

Romass Pauliks is a head and researcher at Image and Sound Transmission Laboratory. Bachelor¿s and Master's degree in engineering from Riga Technical University in 2000, 2003, and he obtained the Ph.D. degree in engineering in 2015 at the same university. His research interests include video processing, quality measurement, modelling and assessment
