Hakan Tartan war Minister für Arbeit und soziale Sicherheit in der 56. republikanischen Regierung. Er war als leitender Angestellter in großen Unternehmen und als Akademiker an verschiedenen Universitäten tätig. Bei den Kommunalwahlen 2009 wurde er zum Bürgermeister des Bezirks Konak in Izmir gewählt. Er spricht Englisch und Französisch.
