Ian Shirley is Pro Vice Chancellor and Professor of Public Policy at Auckland University of Technology, New Zealand. He is the research leader and Director of the Asian and Pacific Development Programme. Carol Neill is a Senior Researcher engaged in the Asian and Pacific Development Programme. She is employed by the Institute of Public Policy at Auckland University of Technology in New Zealand.
