Further, it has safeguarded economic and social rights of refugees especially in provision of education and health services. However, this has not been without omissions. It has pursued an encampment policy which has limited refugees' ability to enjoy a host of rights such as ability to move freely and access gainful economic activities. Finally, it has curtailed refugees' right to association life especially if such associations are aimed at criticizing the government or demanding better treatment.
