"Community health is the art and science of improving the health status of the population, preventing disease, and promoting the effectiveness of health services through the coordination of community efforts" according to Jean ROCHON. The ComHC in the rural commune of Baguineda Camp, like all the ComHCs in Mali, is part of the general framework of the 1978 Alma-Ata Declaration inviting governments to develop national policies that take primary health care into account in their national health system.
