The ComHC in the rural commune of Baguineda Camp, like all the ComHCs in Mali, is part of the general framework of the 1978 Alma-Ata Declaration inviting governments to develop national policies that take primary health care into account in their national health system. According to this declaration, the importance of community health care reflects the economic conditions and the socio-cultural and political characteristics of the country. According to the World Bank, 500,000 women in developing countries die each year from complications of pregnancy and childbirth. According to the World Health Organization, 350,000 women die each year from pregnancy-related causes and approximately 8 million children die before the age of five, 40% of them during the month following birth.
