The purpose of this dissertation is to outline the Professional Development Programme in Uzbekistan which is designed to address problems and needs of the current INSET system. The main goal of the suggested programme is to build a professional cadre of teacher trainers able to implement a new decentralised, regionally adapted programme of teacher training. The profile of a teacher trainer, officially recognised and supported throughout the education system, highlights an integrated approach to a two-level training programme: trainer training and teacher training. The approach employed in the trainer training programme is used as an example of the methodology being suggested to the trainees for their future work. The main aim of the trainer training programme is to shift the approach to training and teaching from a 'traditional' approach to one that is active, exploratory and learner centred. Possibilities for going beyond language subject area and see whether teacher educators can become masters of education development in the broader context, to ensure a uniform approach in education across the different subject areas are examined.
