Lou Ann Hartley, RN, PhD, NEA-BC is a native Appalachian living in West Virginia. Dr. Hartley is a nurse who studied Appalachian culture at the University of Kentucky where she received her PhD in nursing. She received her BSN and MSN from West Virginia University and practiced nursing in various leadership positions for 40 years.
