Stephen Kinloch Pichat is Strategic Planning Adviser at the United Nations in Port-au-Prince, Haiti. He defended his PhD thesis on the idea of an international permanent military volunteer force at the Geneva Graduate Institute of International Studies (GIIS) in 2000. His experience of conflict and post-conflict settings, include Cambodia (1992-3), the former Yugoslavia (1993-4), Somalia and Rwanda (1994), Kosovo (1999), Angola (2001-3), and Afghanistan (2003-5).
