This abdication by Congress of its constitutionally mandated responsibilities dangerously threatens the systems of checks and balances established under the Constitution. Robert Kennedy is Professor at the Sam Nunn School of International Affairs, Georgia Institute of Technology, Atlanta. He previously served as Director of the joint German-American George C. Marshall European Center for Security Studies in Germany. In nearly 35 years of government service, he has served as Civilian Deputy Commandant, NATO Defense College in Rome ight D. Eisenhower Professor of National Security Studies and research analyst at the U.S. Army War College d Foreign Affairs Officer, U.S. Arms Control and Disarmament Agency.
