Joint leadership, administrative coordination and innovative forms of financing are expected to enhance ownership, effectiveness, and efficiency.This volume is the result of a joint effort of the Mexican Instituto Mora and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It endeavors to shed light on a research gap on issues mainly addressed in practice. Thus, it offers useful inputs for policy makers, representatives of cooperation agencies, think tanks and academia, as well as civil society and actors of the private sector engaged in development.
