The Only Workable Plan for World Peace by Samuel Evans Hayes presents a proposed economic and social system intended, in the author's view, to eliminate the conflicts and inequalities associated with both capitalism and communism. The work begins with a biblical allegory of Cain and his descendants, using the story to trace the development of private ownership, debt, interest, taxation, banking, and economic exploitation, before contrasting these practices with the author's proposed alternative. Hayes advocates an "OFAFO" system based on receipts for value rather than conventional money, with goods and services exchanged through a standardized system of value and with producers receiving the full value of their production. The later sections describe the organization of counties, OFAFO clubs, government, banking, employment, production, and distribution, while arguing that increased productivity and technological development could provide abundance, reduce compulsory labor, and eliminate poverty, taxation, debt, and economic exploitation. Part III, published by the Foundation for Re-Education, expands the proposal into a program for reorganizing economic life and claims that the system could replace the perceived evils of both capitalism and communism while providing the material basis for lasting peace.
