However, the interest of the five permanent members in Syria played out differently, the United States interest is to destabilize Syria which has been its long time plan, Russia's interest is militarily, economic and arms trade, China's interest is economic and strategic, United Kingdom's interest is to battle Islamic State of Iraq and Syria and France interest is to stop the expansion of weapons of mass destruction, which has further worsen the United Nations Security Council inability to resolve the Syria civil war.
