The Authors: Asmelash Beyene works for the United Nations Economic Commission for Africa. He was formerly Vice President for Administration and Development, Addis Ababa University, and Vice President of the Association of African Political Science (East Africa).
Gelase Mutahaba is Director of Administration of the Commonwealth Secretariat, London. He was formerly Professor of Public Administration and Political Science at the University of Dar-es-Salaam and Secretary-General of the African Association of Public Administration and Management.
