Elizaveta Eduardovna Tyupenkova nació el 27 de mayo de 1999 en Barnaul, Federación Rusa. En 2017 ingresó en la Universidad Estatal de Altái con una licenciatura en Ciencias Políticas, donde se graduó con honores en 2021, el mismo año en que se matriculó en el programa de máster. Tiene un diploma de reciclaje profesional en Gestión Estatal y Municipal.
