This model emerged from the empirical research conducted in the Arab Bureau of Education for the Gulf States (ABEGS) from the Arabian Gulf region. The ABEGS is a partnership of seven Arab states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, UAE, and Yemen) that works for educational administration and development. Dr. Safdar Muhammad completed his PhD in Educational Administration from the University of Toronto. He is presently teaching at Wilfrid Laurier University Canada. He has extensive professional teaching, research, and managerial experience. He participated in numerous conferences organized in Europe, Asia, and North America.
