1.0 Introduction A Solution Since 1907
The complete (technical) solution to the Climate Change crisis exists now!
It has in fact existed since 1907 i.e., it is possible to run coal-fired power stations and other air-borne effluent-producing industries without shutting them down i.e., with zero pollution coming out of their chimney stacks.
It is an inexplicable anomaly that for over a century, nobody has responded to the fact that the technical solution to our present crises of catastrophic climate change and global warming was registered as a patent by Dr. Frederick G. Cottrell in 1907, from an idea conceived by M. Hohlfeld in 1824.
Dr. Cottrell used the proceeds of his invention the Electrostatic Precipitator (ESP) to establish the Research Corporation in 1912, which helps university researchers bring their inventions to market.
There are already 74 manufacturers of ESPs in the U.S. proving this technology is mature, scalable, and ready for mass adoption.
2.0 Part One The Machine
The Electrostatic Precipitator , or ESPs , as they are referred to in the industry, consist simply of a large steel box very similar to modern shipping containers.
Inside, rows of thin vertical wires are interspersed by large, vertically oriented metal plates.
As polluted air flows through the unit, a high-voltage electric field ionizes smoke and ash particles causing them to stick onto the plates.
After a set time, the collected waste drops to the bottom and is removed by truck none of it ever reaches the atmosphere.
Senator Al Gore once reported that more than 90 million tons of pollutants enter the atmosphere every day worldwide up from 70 million tons when he first produced "An Inconvenient Truth."
Shortly thereafter came Leonardo DiCaprio's presentation, "The Eleventh Hour," which graphically depicted the actual environmental damage caused by unchecked emissions.
Clearly, NOBODY IS LISTENING!
Returning again to the subject of ESPs they have been designed and developed for all types of airborne effluent applications.
Readers interested in procurement should consult trade directories like ThomasNet , Yellow Pages , or Environmental Business International or attend environmental equipment expos.
3.0 Part Two Lessons Learned from the 2008 Beijing Olympics
A report evaluating Beijing's air quality efforts during the Olympics (May 13, 2011) uses China's official Air Pollution Index (API) data and satellite-derived Aerosol Optical Depth (AOD) measurements.
Beijing shut down many heavy-industry factories before the Games.
Vehicle traffic was reduced by half using an odd-even license plate policy.
Some have questioned the veracity of Beijing's claims of improved air quality during the Olympic period.
However, research by Chen et al. at the National Bureau of Economic Research (NBER) confirmed real improvements via satellite data.
They showed that the average API dropped from 109.01 (not a "blue-sky day") to 76.69 (a blue-sky day) during the event.
4.0 Part Three Legal Enforcement Based on USNRC Model
Three basic documents found on the USNRC website provide a foundation:
USNRC Enforcement Policy (2012)
USNRC Enforcement Manual
NRC Inspection Manual
These documents form the basis for Congress to consider when creating a comprehensive legal framework to regulate polluting industries and compel them to adopt ESP technology.
Author Bio
Michael B. Blumenthal
B.Sc. Mechanical Engineering, University of the Witwatersrand (WITS), Johannesburg, South Africa.
An independent researcher and advocate for practical, short-term climate solutions. Michael focuses on underutilized technologies with immediate environmental impact particularly the use of Electrostatic Precipitators (ESPs) to reduce industrial emissions.
