The Napoleonic Wars were a series of conflicts that pitted the French Empire and its allies, led by Napoleon I, against a fluctuating array of European powers, and resulted in a brief period of French dominance over most of continental Europe. The early Concert of Europe, known as the Congress System after the Vienna Congress (1814-1815), was dominated by the five great powers of Europe: Austria, France, Prussia, Russia, and the United Kingdom. In developing this war simulation, I will be using the rules and board of the Soldier Emperor game from Avalanche Press. The hypothesis I will test will be based on an attempt at Concertation in Europe since the beginning of the Napoleonic War, in reaction to a premonition of megalomaniac behavior on the part of Napoleon Bonaparte, in his coup of the "18th Brumaire".
