Because of multiple governance issues, several commissions and committees have gone through the problems of public administration but the executive has fallen short of accountability, responsiveness and transparency. The electoral process has witnessed far reaching changes but lacks a vibrant democratic electoral process. The judiciary as an institution for safeguarding democratic rights is not fully ripe. The police has not maintained a clear and undisputable image. Corruption is all pervasive. These issues are reflected in this edition of the book.
