The study is relevant to the current healthcare situation as it enlightens the governments on factors that influence the provision and utilization of essential health package. It is a common knowledge that a hungry person will prefer food to health care, and Homabay County is stricken with poverty at the rate of 44%. The high under-five and maternal mortality rate (91/1000 and 583/100000 respectively) is also alarming. Nevertheless, the availability of health services does not guarantee that they will be utilized. Therefore, this study illustrates the reasons for low service provision and utilization in Homabay County. The study is applicable to most rural counties around the world, and will be helpful in addressing health care challenges currently faced by many developing nations.
