Poor regional coordination between nations and even within the U.S. interagency hinders efforts to defeat the terrorist and control ungoverned space. Military operations in Malaya, Vietnam, El Salvador have demonstrated the need for a coordinated regional counterinsurgency approach along with the need to understand the nation's language and culture.
