The pollution produced by the generation of industrial and domestic hazardous wastes constitutes the main problem of a civilization that has promoted the economic growth and the industrialization like prototypes of the modernization and the economic progress. The application of international regulations such as the Basel Convention and NAFTA to try to regulate the transboundary movement of hazardous waste has been insufficient in the Mexico-United States relationship, since it has not really committed itself to fight against this practices.

Law degree, from the Universidad Autonoma de Chihuahua in 1995 Master's Degree in Administration (MBA) in 1998, from EGADE Business School Master¿s Degree in International Commercial Law (LL.M.) from the EGADE Business School in 2002. PhD in Humanistic Studies with a focus on Ethics from Tec de Monterrey in 2012.
