In some states in the United States, such as Texas and Virginia, toilet papering is considered an act of mischief or vandalism. Yet in some states, such as California and Minnesota, it is legal and cannot be fined. Toilet papering can be done as an initiation, joke, or as a somewhat malicious (yet generally harmless) prank.
