He represented Richmond-upon-Thames on the Greater London Council 1967-73. He was elected Member of Parliament (MP) for Twickenham at the 1970 general election, the seat having been vacant since the death of Gresham Cooke on 22 February 1970, and held it until he was defeated by Liberal Democrat Vincent Cable at the 1997 general election.
