About the Author Dalton Phillips graduated from the University of Pennsylvania Law School in 1980. He worked as an attorney for the Department of Health and Human Services of the United States Government, the General Services Administration, also of the United States Government, and the Executive Office of the President of the United States during the Administration of President George W. Bush. Phillips specialized in Government Contracts and Construction Litigation, and he retired from the active practice of law in 2016.
